Pain in the penis could be an infection or prostatitis.  The liquid could indicate an infection or just be periurethral gland fluid.  Pain after ejaculation often indicates inflammation of the prostate or prostatitis.

Without a clear diagnosis it's impossible to suggest anything useful.  I cona only suggest that you consider getting a definitive urological diagnosis from a tertiary care university urology department.  Meanwhile, try sitting in a hot tub 3 times a day.  This often helps various pelvic pain problems.
