Question
each timeI use an ATM here I am told I can only get 320 pesos on one transaction, up to 3 times per day. Sometimes it changes and we can get up to 500 or 3000 peso per day. Some others who use differnent banks are having better or worse luck.
I have contacted Visa International ( who the locals say are responsible for this ) and they say no way, we have nothing to do with this.
These banks here are not getting any payments from my bank for the use of the ATM. I have checked with Scotia BAnk in Canada and they tell me they are not paying anyone for this service.
So who can I go to and resolve this mess. Each time I use the ATM I am hit with a 5.00CDN fee at home.

Answer
The owner of the ATM that you are using can set limits on withdrawals and charge service fees for using their machine.  If your ATM card has a VISA logo I suggest you take the card to a bank and ask for a cash advance, the funds will still come out of your checking account but you can avoid the ATM fees and and access your full balance.
