Question
My husband's father recently died and my husband is trying to take care of
his finances.  His mother is still living and holds these accounts jointly,
however she is out of the country on a burial/mourning related extended
period of time as all of her children live in the Philippines.  One account in
particular, only used for deposits from the person renting their old duplex,
has a negative balance.  The account will be charged overage fees and it is
difficult to deposit monies into this account as it is out of state.  Any way we
can close this either not involving his mother or via electronic means with his
mother?  The bank is being less than helpful.  Thank you.

Answer
unfortunately only the signer of the account is able to close it, which in this case would be his mother.  the only way you husband could do it is if he was assigned power of attorney that states he can terminate contracts.  The bank is only doing their duties of protecting the account.  It is very illegal for them to even discuss the account with you if you are not a signer.
