Using Banks and Bank Accounts/questions about fraud

I know of a person using a number from a debit card as a routing code to access a bank account.  This number was not on the front panel, but printed somewhere on the debit card.  
Would this be illegal and is it illegal to change the routing code?

Hi L,

I am a little confused, debit card numbers are computer generated suffixes that usually randomize the last 6-8 numbers. There is no possible way a debit card will print a routing number on it, unless you hand write it on the back of the card.

No one can change a routing code for a bank except the bank.
