Question
I have stored my PDF in database in image format,
now I want to view that PDF without downloading that PDF not even
that PDF should be saved on local client machine.

Answer
Two part answer:

1) See StreamReader .NET API in the IO namespace. You can use that to read the file on the local client machine

2) Create your own or get a third party PDF Viewer. See example: >> http://www.codeproject.com/Articles/37458/PDF-Viewer-Control-Without-Acrobat-Rea

Not sure why you don't want to load it to the local PC. You can easily control such that after the file is viewed etc you can delete the file from the disk.
