Nobody's really sure what was going on in David Lee's head when he wrote the majority of his lyrics...all we know is that Top Jimmy really cooks and he really swings.
Seriously, though, it sounds to me like DLR was just writing about an idealized front man...half Elvis, half lounge act - heck, it appears David was writing about himself, to be honest.
I don't think he was writing about anyone in particular, though. Good question!
