Im 18 years old and about two weeks ago I noticed these small little bumps on my vagina. They don't itch and they're painless. I've been keeping an eye on them and none of them have pussed or opened to a sore. However I have had some white vaginal discharge and cloudy urine. I've had a yeast infection before and those symptoms match the ones that I had then so I don't know whether I could just have another yeast infection or herpes? I would really appreciate some help!

The bumps are consistent with Fordyce's which are sebaceous cysts similar to acne and you're better off leaving them alone. A lot of people have them, including myself, and they don't cause any harm nor are they a disease to be cure. Even if you were to pop them, which is a terrible idea, they can come back! They discharge and cloudy urine are consistent with a yeast infection, so that is best treated with Diflucan oral antibiotics if you have them or visiting your primary care provider for a follow up. Let me know if you need more information, but even a topical cream like Monistat could help as well.
