Question
My fiance is a Venezuelan Citizen (Born and Raised) and I am a US citizen (Born and Raised).  In this case he wants to return home.  Everyone tells me that its beautiful, but going to a country I do not know about scares me.  He want to lives in Caracas.  I have heard it bad and it cares me.  I am currently from New York City.

What do you suggest is it safe enough to move or will it be a culture shock

There  is no way for me to answer you, there are so many factors involved in your decision !

Your age and his age is a factor ? I do not know if you are 22 years or a senior citizen ?  

I do not know if you are rich or middle class...that makes a lot of a difference...and so on..

The big apple is a great city....Caracas is somewhat wild...
