Question Hello,
Here is the BIG problem. While I was attempting to reinstall my video card to fix some problems, I managed to disable the computers own adapter. Now when I start windows it does start, makes all the start up noises you can even hear the "blip" that tells me I have unused icons on my desktop, but there is no visual beyond the Windows XP loading screen. It doesn't start is safe mode, it freezes durring the drivers boot up. There are no onboard video options in the BIOS. I have tried resetting the BIOS by removing CMOS battery. I have tried to start in safe mode many times. I have tried enabling VGA in the F8 start up menu (which this to me just seems like it should work). I even know the keys to get to the advance options display menue and I haven't been able to do it. I believe there is either some opening window blocking it or the tabs in advance options have changed. I do NOT have an XP boot CD and I do not have system restore enabled (took it down to take care of a virus). It looks like my only option may be to get a boot disk and I don't want to go through that. The last thing I have to tell you is that its a Dell Inspiron 6000. It runs windows XP media edition. The current card in it is the ATI mobility radeon x300. Thanks for your help.

Answer With Ati mobility I am going to assume this is a laptop.
Did you hook up an external monitor at all? Even if you did not somehow windows may have defaulted to an external monitor. Try hooking up to the external monitor hook up. See if you get windows. If so you can change the video monitor setting back to normal.
There won't be any onboard video settings in bios since onboard is all you have.
This very strange I have to think about this a bit and get back to you.
