Question
How do I configure my HP Pavilion Elite m9150f to output the same video from both VGA and RCA?

Answer
If the video card has RCA out, connect it to a device so you can be ready for the picture. Right click the desktop and choose properties(personalize in vista). Go to the settings and you should see two monitors. Choose the second one and check the box to extend to the monitor. If clone is an option you'll actually want that.
If you have a Nvidia or ATI video card (and some others) there will be an applet in the control panel for more specific setting. Here you and set the monitors to clone better than you can in the XP or vista settings.
If your looking for the same output on both monitors - clone is what you want. If you don't have an applet try installing the newest driver s for your video card - avil form the computer manufacturer or video card manufacturer.
