QUESTION: It has VGA and RCA. It has a PCI expansion slots. It also has a TV tuner installed.
Answer I can't really help you without knowing more about the video adapter itself, what chipset its based on, what operating system you're running, how recent your drivers are, etc
If you connect something to both ports and only one device gets a display, the chipset is either incapable of driving two displays, or something needs to be configured in software.
