Video Game Repair/Golden tee fore


I recently purchased a golden tee fore arcade machine. From what i was told everything is fine apart from the pcb.
I have turned it on and it starts up but its just a blue screen. do you think if i replace the pcb it will be the most likely fix?

I will need more information than this- can you hear any game sounds? Does the hard drive spin? What are the lights on the board doing?

Buying a new board is not the easiest thing- you have to be sure that the versions match perfectly with the hard drive or it will not work at all.
