ARE THE 68 AND 69 CUTLASS CONVERTIBLE QUARTERS THE SAME?

Answer
The changes from the '68 to the '69 were minor; they're basically the same car as far as dimensions, mechanicals and sheet metal are concerned.  However, from all the photos I've been able to look at, it appears to me that the '69 has a steeper angle as it rolls down to the bumper (most likely caused by the new tail lights that year).  I can't say for sure that they're identical, so you need to proceed cautiously here.  I have to assume you have a '68 and are looking at a '69 quarter panel, or vice versa.
