Question QUESTION: I have a 2000 vw vr6 and when I start the car in the morning, the evap system, starts making a loud noise. also when I give it gas, sometimes it loses power, is like is not receiving enough gas or oxygen.

When you say the "evap" system, I believe you mean the air conditioning compressor. It sounds like the compressor clutch bearings are going bad.

QUESTION: I stop and check for the noise and the noise, was coming from exactly from that area. right under where you put the gasoline, on the right side on the back tire, but I think is a leak or something like that.

With this new information, I believe you are hearing the fuel pump going bad. This could better explain the loss of power.

QUESTION: it maybe the compressor clutch bearings, but what i don't understand is that I start the car and the noise begins, and if I turn off and turn the car back on the noise is gone.

I am not sure we are talking the same parts here. The "air conditioner" compressor and clutch are driven directly off the engine by a belt, therefore they are located in the FRONT of the car inside the engine compartment. The fuel pump is usually located in the gas tank, in the REAR and under the car. However sometimes there is an additional fuel pump outside the fuel tank, often under the car or in the engine compartment. Fuel pumps tend to make a very high pitch "whine" noise, like "weeeeeeeee".
If you say the noise is coming from the "right side rear tire" this would NOT be the compressor clutch. If the clutch were going bad, this noise would come from the engine area, and sound like a grinding noise, like "grrrrrrrrrr".
