I have a 1991 Jetta (automatic) and have had the throttle cable stick on me as well. As far as I can tell, the cause of this problem was the throttle cable that runs to my transmisson. A small retainer clip that holds my throttle cable onto throttle linkage on the transmission side was rusted and jammed the throttle cable, holding the throttle open. My solution was to replace the clip, and I haven't had a problem since.

looking into the same thing happening, so far i did find something about a clip on the transmission side cable breaking. as i have no pedal and its stuck wide open. but the pedal isnt moving the throttle linkage at all.
