Question Getting this code through the diagnostic's check. Is this a Turbo or Carburetor
issue or something with the fuel system?

Answer Jeff,
Without spending some time doing some diagnostic work it is hard to say what has failed, but most deffently it is in the fuel system. If the car runs, but too rich it might be an oxygen sensor issuse, air mass meter, fuel pump or pressure problem.
