Answer
Hello Matt,

I'll try to point you to several sites that may be able to provide some information and help.

How to Use Clip Art
Explanation of what clip art is used for:
http://webclipart.about.com/library/weekly/bluse.htm

Is clip art on the Web free to use?
http://webclipart.about.com/library/weekly/blfree.htm

How to Do Clip Art
Creation Tutorials: (tutorials for various graphics programs, such as Paint Shop Pro, Photoshop, PhotoImpact)and for various types (backgrounds, objects, buttons, etc.)
http://webclipart.about.com/msubmenu15.htm

You will need to know how you want to use the clip art.  If you plan on using clip art for desktop publishing (cards, flyers, etc.)

Desktop Publishing would be the site to go to for help with this:
http://desktoppub.about.com

Do you want to create your own?  You will need a graphics program for this:
Graphics Software
http://graphicssoft.about.com

Do you want to create a Web page and use clip art to highlight your content and for decoration?
You will need an editor of some kind and need to know how to code the images, etc., which would require some knowledge of HTML or how to use a drag and drop editor.

For HTML:
http://html.about.com
For beginning HTML and Web Design:
http://webdesign.about.com/library/beginning/bl_begin.htm

Graphic Design
http://graphicdesign.about.com/cs/designbasics/

Hopefully, this will give you a start on what you want to learn.

Sincerely,
Bobbie Peachey
