I think of any free design courses off the top of me head.  You can always make a personal page using a template through your hosting company to start with.  Try hosting through Yahoo - they have templates that are easy to use and their hosting is pretty affordable.  This also would answer your question as to how to get your personal page online.  The only problem is that your site will be limited to the templates available through their system and it really won't teach you anything about real web design.  Your best bet is to purchase a book at your local bookstore or google terms like "web design basics" or "learning html" etc.
