Is it appropriate to invite guests to a wedding shower who are hosting another party for the bride and groom?
You don't say who you are but the bridal party hosts the shower and I am assuming you are the maid of honor or brides maid. It sounds as if the party for the bride and groom is being hosted by someone on the groom's side or friends of both bride and groom.
1) How close are the people hosting the party for the bride and groom? If they are close relatives or best friends is is totally fine inviting them to a bridal shower
2) If you are not sure, is is always better to include someone and let them decide if they are able to come.
3) If it is a matter of a great distance a simple phone call to the other hosts telling them of your plans for the shower and asking if the would like to be included since you are aware of their party for the bride and groom.
