Question Does Black tie mean tuxedo? If black tie is put on the invitation can men still wear dark suit? I want my invitation to say Black tie and my fiance thinks that people will get offended and feel they have to wear a tux.

If you place "black-tie" on your invitations then it lets your guests know that a tuxedo (for men) and formal wear (for women) is required.
If you are simply looking for a more semi-formal wear for your guest, then you should not put "black-tie" on your invitations. The time of your ceremony and the formality of your invitations will provide the information that is needed for guest to know what they should wear.
