Experience I have worked in health and or fitness related capacities for over 30 years. My main profession is that of a Medical Technologist, but I also have training as a Corpsman with the US Navy, a Field Medic with the Army National Guard,and am certified as A Personal Trainer, Medical Exer-therapist and Aerobics Instructor through the National Academy for Health and Fitness. Question I work out on an elliptical exercise machine to get my heart rate up to a target zone of (220-age) * .7, for 20 minutes. When I began using the machine, it was easy to bring my heart to this level. But now that I've used it for over 6 months, the machine has become easier for me, and as a result, even when I put the machine at its highest setting of resistance and I try to go as fast as I can, I can't get my heart rate up enough.
It occurred to me that if I wear weights on my arms and legs, my effort will be greater and my heart rate will rise. But I don't know where to find such weights. I also would like to hear your opinion as to other ideas I can do.

What is it you are trying to do by getting your heart rate up? Are you trying to drop fat? Are you trying to build muscle? Or are you just trying to get your heart rate up to improve Cardio? Are you lifting before you go to the machine? Are you lifting at all? What is your diet like?
The weights you are talking about would be simple ankle and wrist weights which you can pick up at virtually any Wal-Mart in the US or any store that sells fitness equipment, you could also use a weighted vest which would probably be better, since the ankle and wrists weights tend to move up and down more and may cause some chafing or something similar though many years back I actually used them while playing basketball with my young son. Personally if you choose that route I would go with the weighted vest.
Since the elliptical is getting easier you have likely increased both muscle strength and cardio fitness.
Let me know what exactly you are trying to accomplish, other than just increasing the heart rate, let me know why you want to increase the heart rate and I will help you build a program that will help you get there.
