May you tell me any exercises that will strengtyhen my abs and arms. Please nothe that I don't have a weight lifting machine. Thank you for any help you may provide.

By purchasing a set of adjustable weight dumbbells, plus a stability ball, you'll have plenty of exercises to choose from to work on your abs & arms.  There are too many exercises to mention for these body parts, which can be done with these items.  Just about any of the top search engine results on dumbbell exercises should have pictures & descriptions for you.
I have a website, www.fitnessgenerator.com/rkarboviak, in which I can create specialized programs through for people, all online.  Each program has animations to help you with the correct technique.

Is there anything i can do without dumbells?

Answer
A few bodyweight exercises, such as lunges, squats, pushups, situps, and pull-ups are at your disposal.  There are many ways to make the exercises more challenging or different.  The tried & true pushup & pullup can work your arms, chest, & back tremendously.  Why do you think the military has it in their training components?  Because its effective and can be done almost anywhere.  I would suggest searching for some 'boot camp' style workouts for bodyweight only exercises. I have a Navy SEALs training book which I have a lot of choices from, for doing a 'boot camp' workout class.  I'm sure there's some programs online you could find, or at least sample workouts.
