Education/Credentials I have no formal qualifications in the area of window treatments. I have just learned from making lots of mistakes. Also as important by watching how other more experienced people have created beautiful window treatments. Then trying to improve upon it.
Past/Present Clients I have hung and dressed curtains for royalty and a fair few premiership footballers. I have fitted curtains in some of the top hotels in London. I have also fitted curtains for lots of ordinary folk just like me and you.

Question We have a 110 year old house with original subway tiles in the masterbath in perfect shape. They go @ 2/3s the way up the wall. We have painted the walls buttercream yellow with white trim around the doors and window. We have a sage green shower curtain and have recently installed white shutters on the window (two sets - top and bottom). I would like to add some color to the window side of the room but my husband says you do not put curtains/valance over shutters. Please advise!!

I have put curtains over shutters to simply dress a window before. The one I remember was a bay window in a lounge.
Having said that I think your husband is right that curtains over shutters in a bathroom is not the way to go. Curtains in a bathroom are always a difficult one simply because of steam and splashes.
So If you really feel the need then I would suggest you hang a sheer scarf swag over a decorative rod.
This will soften the window some but still be practical as you can take it down to clean and dry as you need without major fuss. My gut feeling is leave it with just the shutters for a couple of months then look at it again. Often when something is new it takes a little while to get used to.
