Try ShortKeys Lite, which is free:

You can set up short keywords with a "trigger" character to insert

a phrase, sentence, or even a whole document.  For example, a

comma at the start of a word--,dear--could insert a whole

"Dear Sir..." letter.

If you need more than the i5 keywords allowed for free, you can

buy the unlimited version, or search for other similar programs.
