Windows 95/98/W98 favorites

QUESTION: In the W98 help info it states, "As the list of favorites grow, you can organize them by moving them to subfolders."

I'd like to know how to create subfolders for favorites.

I do a lot of genealogy research. When I click start>favorites the list of favorites comes up. In that list I have a genealogy folder. In it are a couple dozen links to sites I often use.

When I click start, then genealogy from the favorites list, bringing up the list of genealogy favorites, is there a way to create subfolders here so the list of genealogy files isn't as long? I hope you know what I'm talking about.
