Windows 95 works on FAT32 if it is OSR2.5, but you need a special DOS version designed for Windows 95, which you can get here: http://www.allbootdisks.com/download/95.html. Extract from the Windows 95b disk image using MagicISO, which you can get here: http://www.magiciso.com/download.htm.
