Question
What can be done if NT4 does not complete the start up sequence ?
Showing missing start-up .exe file.

Answer
Use the NT4 installation disk.
Boot from this disk.
Select R for repair during the bootup.
Select the appropriate dialog.

If that does not work install a new NT profile and boot from there to get access to NT4.

Probably a good idea to install the latest service pack (6A)to finish the job.

Whatever you do if the data is critical make sure you have a backup.
