Windows NT - Buffer speed?

Question
I am having troubles with radio stations, news releases, and other audio clips off the internet playing faster then normal. Some people sound like Donald Duck when they are singing or talking. I have Windows 2000 operation system, have explorer 6.0.2, and media player 9.0. We have wireless high speed internet. I emailed the radio station on the problem and they said its playing fine on their end. They replied with the following info, which confused me a little. I have attached it below.

This is a long shot, but perhaps his player is somehow receiving the 32 Kbs data and playing it back as if it were 44.1 Kbs audio. That would sound speeded up but he would be using data faster than it is being sent. It could only play as long as the data in his buffer lasted, then it would have to stop and reload the buffer. I don't know how his player could be mistaking the incoming data rate.

Do you have any suggestions?

Hi Robert,

Well, the stream would only be playing incorrectly if you had distorted sound as well as distorted speed playback. So if they sounded like a chipmunk and were talking at a speed much faster than normal, then you'd have a stream issue.

I think that this is coming down to a poor quality of the stream feed. Most people don't stream down at 128 kbits/second, which is what your average MP3 quality is.

Do other radio stations work? That would be a good sign to let us know if the problem is on your system or if it's with specific sites.
