Question I am using a low-end broadband connection. The official speed is 128kbps. When I start a download I get that much of speed initially but it starts falling down after a few seconds and settles down at around 12-to - 15k. Specially during the peak hours. The connection is on LAN cable (Ethernet). There is a modem installed in my home and its connected to the service provider’s cable.
Is there a way fix this problem? The technical support of my ISP was not of much help. I can download any software if required. Can you please help me out.
I don’t want to change the connection as I have paid for it in advance.
I thank you in advance for your co-operation in this matter.
I am using Windows XP.
Answer It really all depends on the connection, the speed on the other end, and the traffic on that particular server.
Try this:

Check your speed, there a lot of cool tools on that website that will help you utilize your speed. Your ISP may offer 128kbps but that does not mean you will always have that as a constant speed.
