Question
what questions can i ask a friend who is experiencing system downtime.A server going offline periodically and the link between two sites is severed or at other times badly degraded

Answer
Hi there.

I think what is happening here is probably a an ISP/service provider issue.  I believe that they would be at capacity and this is causing network connectivity to fail or be intermittent.

See if you can followup with the provider and find out what is happening.  You may wish to suggest to them to go with a different provider for a period of time and that may make a difference.
