Windows XP/windows scrolling is jumpy

Question
My windows scrolling was just fine and smooth until this evening all of a sudden it started scrolling in jumps like if it were refreshing the whole page in every scroll button step. It looks like a flow of water over the screen and it is bothersome to the eyes, and I can't see the field actually move slowly on the screen. Instead, I see the NEXT field, say of a webpage or of a document I'm viewing, three lines below or above the previous one, placed above the previous view. It is this next view being replaced over the previous one that gives the impression of a little wave of water flowing over the screen.
It is hard to keep track of the point where you were reading, you have to search for it after each scroll button "jerk".
I don't know if I am explaining myself clearly. Can this be some setting? The only thing that happened today is that I defragged in the morning. I have Win XP, and have used this computer for years with smooth scrolling.

The first thing that comes to mind is to update the video driver. The following site explains how to:

Go to Windows Update and download the available updates.
