Question
I have a Dell XPS 400 using windows xp. The pc has 2 accounts on it and my problem is that when I come out of standby mode with 1 account already logged on and try to log onto the other account my pc locks up.

Robert,

Satndby and Hibernation modes have had their problems from conception.  This is why I don't believe in either of them.  I know there have been fixes in this area.  I recommend making sure you are running SP3 and have the latest fixes:
