Windows XP/Can't create folder, or delete files

OS Windows 7
Antivirus Avast

When trying to delete a file it just hangs.  States : calculating time for deletion....  but the file is just a few K.  When trying to create a new folder, it just hangs doing it.   I can copy files to the hard drive from a flash drive without a problem.  Files, folders and all.

Its a desktop, and the hibernate feature is not on.  

Please advise.

First try booting to safe mode. Do that by holding the f8 keys
Down on boot up. Then try disk cleanup. Also run defragmenter
See if the files will delete in safe mode. You need to be logged on as
Administrator.  Another option might be a system restore back to a date
When the PC was running OK. If none of these work the procedure becomes
A bit more complicated since it involves working in MS Dos.
It could also be a Trojan or virus. Have you run a complete scan of the PC?
Sometimes working with you over the phone may be easier. I donít have your number.
