Sir,
Is there a website that allows me to determine fair market rent for a specific geographical area for roof top space? For instance, if I were to lease space in mid town Manhattan, I'm sure it would cost more than space in Allentown PA. Also, would it matter is a carrier is the first to lease space on a specific roof?


Answer
You are correct in your assumption as far as rent cost in different areas. It will also depend on location in your area.  Some roof top space rents for more depending on location in the area.  For example a rooftop in a rural area will be less than an urban area.  Also a rooftop in an area where there is no other possible ways to accommodate a carriers antennas will cost more.  So as in real estate it's all about the location.
As far as a web site I'm not aware of a web site for determining fair market values for wireless carrier locations.
Usually rent on a rooftop is more than a carrier would pay to collocate on an existing tower.  
With that being said, a good way to determine a value is to look around your area and find a building with existing antennas and inquire about what they receive for rent.  
It doesn't matter as far as first carrier on a roof.
