In optical transmission, why optical power can not be increased to a higher level or even infinity if attenuation is high.

There are practical limits to how much power you wish to put into a laser transmitter before you add a repeater to gain range.   There are also optical fiber non-linear effects which can add to the problems of decoding if the optical transmitter power is high.
If the optical power rises high enough the fiber will physically break down or overheat, although that level is far above the levels normally available.  
Like most processes, optical power comes at a cost and the cost-benefit analysis sets the level for most applications.
