The Badger Bus is the cheapest, easiest way to get from the MKE airport to downtown Madison.

Your route will be from Mitchell Field (MKE airport) to Memorial Union (at the west end of State Street in Madison). It's less than $25.
I've taken it to Madison from O'Hare and it's pretty clean, comfortable & timely.
