You've got to look at the units.
35 mph is 35 miles/hour.

Now there is 1 hr/60 min and 1 min/60 sec, and 5280 ft/mile,

so 35 miles/hour is 35 (miles/hour) x 1 (hour/60 min) x 1 (min/60 sec) x 5280 (ft/mile).
The numbers are 35*5280/(60*60) = 35*88/60 = 35*22/15 = 770/15 = 154/3.
Looking at the units, miles, hours, minute, and feet cancel.  This leaves seconds.
The time would then be 154/3 seconds, which is 51 1/3 sec, or just under a minute.

The next question would be how long does it take the police to arrest Jill.
