The sweater is ¼ off, so the sale price is 1 - ¼ = ¾ of the original price
sale price = ¾ of \$45
= 0.75 × \$45
= \$33.75

The customer paid 1 - ⅕ = ⅘ of the sale price.
payment = ⅘ of \$33.75
= 0.8 × \$33.75
= \$27
