Writing Books/cover letter

I will send a manuscript submission to a publisher for a picture book and I was wondering if it were necessary to submit a cover letter in addition to the query letter and manuscript if the publisher specifies that complete manuscripts are accepted.

Thank You

A query letter asks permission to send a manuscript or proposal. A cover letter includes a one-paragraph summary of the book, the word count, your experience as a writer, and your contact information. A cover letter accompanies a manuscript. If you already have permission to send the full manuscript, a query letter is not required, but a cover letter should always accompany a manuscript.
