Answer -

You don't have to be an expert to write about those things even though having credentials might make you look better to publishers. There are great writing books out there. On Amazon, you might search for "nonfiction book writing" or "novel writing" if it's fiction.

As for your sister, foreign publishers will be interested in her if they like her book. My ebook publisher is in New Zealand, and I'm in the U.S. She should read the contract carefully and see what kind of currency they use to pay her. Thanks to the Internet, it's easy to deal with foreign publishers through email.

Good luck!

The book Writer's Market has a list of agents. You can find this book on Amazon. They also have an online version where you pay a fee.

Agents are supposed to just take a percentage of your sales. They shouldn't ask for any fees unless they sell something of yours. You don't have to have an agent to get published, but some publishers will only work with agents. They shop your book around to different publishers.
