1-I m confuse about the difference between contract engineer - procurment engineer - purchasing engineer - tender engineer



can you tell me the difference also whats they relation with PM ???



2- are you heared about a position called " telecom project engineer " ?



if yes can you tell me what is this position roles & tasks ?



3- can I do MBA in PM with specialization in telecom or that's not avail ?

4- after doing researches to find MBA program , I found MBA in major telecommunication , so is it may be suitable as (gathering my past comm degree also my biz interests) ????

also if I did that what would it qualify me ?

CONTRACT   ENGINEER

all aspects of contract administration for major works including preparation of cost estimates, technical specifications, prequalification, tender and contract documentation and administration and supervision of engineering contracts.
Responsibilities:
To act as Contract Engineer and coordinate among the contractors, the project key personnel and concerned persons.
Perform evaluation of bid proposal, financial statements as required.
Develop Invitation-To-Bid, terms and conditions and contract document as required.
Oversee by review and comment all correspondences and clarifications to bidders and/or con-tractors.
Provide project management team with information about contractors and market trends in order to select appropriate contracting strategy and tendering techniques.
Perform negotiations with bidders/contractors to finalize terms and conditions as well as other contractual negotiations.
Assist in developing and issuing changes to contract/scope of work as required.
Formulate and maintain the necessary files for future reference
Perform contract closeout and record finalization.

PROCUREMENT   ENGINEER
Develops specifications and performance test requirements to facilitate procurement of parts and equipment for aeronautical and aerospace products: Analyzes technical data, designs, preliminary specifications, manufacturing limitations, supplier facilities, and availability of parts and equipment. Consults with engineering personnel to establish performance criteria and specifications for manufacturing and testing. Investigates potential suppliers and recommends those most desirable. Advises company personnel, suppliers, and customers of nature and function of parts and equipment. Interviews supplier representatives regarding specifications, costs, inspection, and similar problems relating to parts and equipment. Arranges and participates in conferences between suppliers and engineers, purchasers, inspectors, and other company personnel to facilitate material inspection, substitution, standardization, rework, salvage, utilization, and economical procurement of parts and equipment or related products.


RESPONSIBILITIES:
· Performs research and analysis to develop a preferred supplier base for reference in the development of new or improved products.*
· Develops process capability procedures to ensure sustained on time delivery of quality materials from outside suppliers.*
· Performs lab testing, conducts statistical analysis, and summarizes data. *
· Determines, specifies and validates process parameters; prepares required documentation.*
· Interfaces with other functions as required by project tasks.
· Communicates pertinent information to managers, directors, the PRG and OC.*
· Works closely with R&D to resolve complex materials/engineering issues. *
· Initiates active participation on project teams. *
· Interfaces with outside vendors and consultants. *
· Actively collaborates with other departments.*
· Leads cross-functional teams.*
· Conducts thorough analysis of potential suppliers.
· Actively participates and provides technical materials support to project teams in the development, verification, validation and submission of new products; interfaces with all departments participating in the development timelines to meet the milestones.*
· Provides support and technical expertise to Materials, Operations and R&D in the supplier selection process; provides pertinent data to support final decision.*
· Keeps abreast of industry trends, competitive activity and new technologies via industry trade shows and training seminars.*
· Introduces new technologies to the company.*
