Writing Plays/Screenwriting/Character discription

When i read any screenplay i think, why  the character discription is so necessary like, hair and eye colour, height, weight, facial hair and their dress? They would'nt have problem to find an actor with these specification?   sorry for my english.

Character description should be succinct.  Unless some characteristic is necessary for the story, leave the details to the director or the actor.

Something like this -

CHARLEY, 40ish wearing a cowboy hat and boots...

SUZIE, a thin 30 something with black hair,....

Because the story is about a fiery red-haired Irish girl -

ENYA, a 20, athletic woman with flaming red hair, strode into the house.

See the difference?
