Writing Plays/Screenwriting - television writing

Question
Hi. I have some questions about how things work in television. Is it possible for someone who has no experience in the business to "shop" around an idea for a new television show or children's cartoon?  Do television writers get paid per episode, or do they get a percentage of the yearly budget for the show? How much do television producers make? When a show goes off the air and the reruns start airing on another network, do producers and writers get some sort of residual pay? If so, is it what they were making when the show was on the air?
