Question Well, now I'm almost done with season 4. I have a few questions about CSM. You refer to him as CGB Spender. Is Spender his name? What does CGB stand for? Also, he is always trying to hide this "project". What exactly is this project? Is it alien colonisation? If it is alien colonisation, then what does the syndicate have to do with it?

I'm through season 3 on DVD and I remember next to nothing about seasons 4-9 which I've only seen on TV as a kid (I'm 17). What did Mulder's dad have to do with the "project"? Also, does Mulder ever expose the project? Thanks.

Hey there Jordan. Nice to see a similar aged fan (I'm 19)
As for Mulder's Dad...He worked for the State Department in the 50s, along with CGB Spender (the smoking man), Deep Throat etc. They were responsible for some of the work with McCarthy's Witchhunt and getting rid of 'reds'. While working, they were roped into a discovery of alien craft and the protection of it from other countries and aliens themselves. The case was closed in the State Department however, Bill Mulder, CSM and Deep Throat amongst others formed a syndicate after discovering the plan of these aliens. This syndicate represented the interests of all major countries throughout the world, genuinely thought of as the people who control the world. Bill Mulder wanted to save everyone from alien colonisation (I'll get to that bit in a minute!) and wanted to develop a vaccine against the coming apocalypse. The Syndicate only wanted to save themselves and their families. Bill left the group eventually and asked for nothing more to do with it. And you know what happened to him eventually...
Does Mulder ever expose the project? Well, not really. He never takes it to the press, is never able to convince anyone of the conspiracy other than Scully, who by the end of the series believes in aliens and the conspiracy to cover it up. In the end, Mulder breaks into Mount Weather, a government hidehole. In it he discovers that colonisation will begin on December 22nd 2012. At that point he realises how futile fighting this will be. It is set and there is nothing he can do to stop it. All he can hope for is to etch out a little bit of life left in the world. The truth has the promise of being revealed, a military tribunal that dodgily is set up and maintained to say Mulder killed a man and there actions are extremely suspect, everyone in the room knows that it's a farce.
The whole show ends with Mulder on the run after having been found guilty of the murder of a man who is still alive (and they can prove it!) he goes on the run with Scully in tow. The last we see of them is in a motel room together in Roswell, New Mexico, believing that "maybe there's hope".
I left out most of what happens between the 5th and 9th season, but I answered a bit of what you asked, if you want any more plot or other questions let me know. Glad to talk about the subject!

CGB Spender is indeed the smoking man's name although we never actually find out what the CGB stands for.
Like I said before, CGB is is a member of the Syndicate, a group of men originally brought together in 1947 after the Roswell crash. All members of the Trade dept of the government, after the project was officially 'closed' by the government, these men continued to work with their contacts and resources privately to save themselves and their families when the aliens colonise the earth.
In exchange for their lives, the syndicate help the aliens in their bid to colonise the earth. In a way, this syndicate is the real 'secret' government who will survive the end of the world.
