Question
I'm through season 5 and the movie. I have a couple questions about the chips that are placed in the back of people's necks. From what I've figured out, the chips were implanted by the government, not aliens, right? What exactly is the chip's purpose? In episodes Patient X/The Red and the Black, it seems to be the chips that are making the people gather together at these "lighthouses". On those episodes, they were gathered together and burned by the alien rebels to upset plans of colonization. But how were the alien rebels able to do that if the chips are the government's work? I have a guess. The chip's were put in by the government, for the alien colonists, to help them some how? Then the alien rebels figured out how to get the chip to trigger a respose and then they made them gather to those sites to be burned. Am I somewhat close? Thanks, Jordan

Answer
It was always sort of ambiguous as to who was implanting the chips and why they were doing it.  I, too, believe it was the government doing it but, as I say, the reasons for doing so are not entirely clear.  We do know that removing the chip causes cancer (as we see when Scully's is removed), but the reason for their being there in the first place I cannot say.
