Question he has sores around his neck could they be from fleas burrowing in his skin

There is really no good reason for a puppy that is only eight weeks old to have sores around his neck. It could be caused by any number of things which could potentially make your puppy very sick and in some cases die. You need to take him to the vet right away and find out what it is. Even fleas, left untreated on a puppy so young can make them sick enough that they can expire.
You should have gotten a health guarantee with your puppy and therefore, the breeder should pay the vet bill. Shame on the breeder for allowing a sick puppy to leave her home.
