About Exo
Expertise I'm able to answer any and all questions related to the English Yu-Gi-Oh! game itself. This includes, but isn't limited to:
Deck Fixes: These can either be making suggestions and improvements on a deck you've already built, or building a deck from scratch for you. In either case, please give an idea of the kind of deck you're building, the level of play you're planning to use it in (fun games, small tournaments, regionals etc), and roughly the kind of budget you're on.
Please format decks in a way that's easy to read. The standard way is to put each card name on its own line, with a number before it indicating how many you're playing. Please split decks into Monsters, Spells and Traps.
I can offer fixes for OCG (Japanese) decks, but please allow more time in this case, as I may need to research some of the cards you're playing.
Rulings: On any card interacting with any other card(s). Just tell me the scenario, and I'll tell you what happens. Any rulings that can be linked to Official sources will be, so that you can see the official word on the matter. Any rulings that can't be linked will be explained in full, so you understand the reasoning behind my decision.
I won't be answering questions on whether a trade is fair or not, or on how much X-card is worth, as both these kinds of question can be answered by using Ebay's completed listings page.

ANSWER: There's quite a bit of contradiction going on here, Zombie World and Caius don't like each other, and neither do Royal Decree and Traps...
Royal Decree isn't that great this format anyway, since it just lets Lightsworn known you can't stop them...
Why the aversion to Synchros? They do nothing except help, and you're playing the deck that has the most access to them in the game...
For your monsters, I'll be dropping out the Red-Eyes Zombie Dragons in favour of better tributes, namely a second Caius and a Ryu Kokki
I'll also be dropping all the copies of Paladin of White Dragon in order to play 2 Goblin Zombie, Sangan and Card Trooper, all of which help you get at your monsters, along with a Necro-Gardna, which provides discards for Zombie Master, and hits for the copies of Burial from the Different Dimension we'll be playing.
Gorz the Emissary of Darkness finishes the monster lineup:
1 Gorz the Emissary of Darkness
1 Dark Armed Dragon
1 Ryu Kokki
2 Caius the Shadow Monarch
3 Zombie Master
3 Pyramid Turtle
2 Goblin Zombie
1 Necro-Gardna
2 Mezuki
1 Sangan
1 Spirit Reaper
1 Card Trooper
(19)
For spells, we'll drop Zombie world, since there's not much point in resurrecting your opponent's monsters if you're not gonna use them to synchro.
I'll also drop out Giant Trunade, which is better suited to OTK decks.
I'll be adding in 2 Copies of Book of Moon, and 2 Creature Swap to abuse Turtle and Goblin with. 2 Burial from the Different Dimension complete this line.
3 Book of Life
2 Allure of Darkness
2 Book of Moon
2 Creature Swap
2 Burial from a Different Dimension
1 Heavy Storm
1 Brain Control
1 Mystical Space Typhoon
(14)
That leaves 7 spaces for Traps, which'll be filled by the base 5 plus 2 Phoenix Wing Wind Blast, which discard Zombies for Revival:
2 Bottomless Trap Hole
2 Phoenix Wing Wind Blast
1 Mirror Force
1 Torrential Tribute
1 Call of the Haunted
(7)
For 40 cards total
Give that a try.
If you have any further questions about it, feel free to ask a follow-up question.

QUESTION: thanks, this will do well. what changes would you do to turn the newly constructed deck in a syncro deck that way i could start round one without synchros then round two with them
Answer It's not overly difficult to do so, you'll only need 1 Tuner: Plaguespreader Zombie.
Drop Ryu-Kokki out for it, since when you're aiming to synchro, you'll be using Turtle to get Zombie Master or Goblin Zombie, or even straight to Plague...
You also drop a Book of Life and a Creature Swap for the Third Burial and a Mind Control.
If you really want to go all the way, you could trade out the 2 Caius for Il Blud too... that'll allow you to abuse the new Black Brutdrago Synchro monster.
Alternatively, they can be replaced by an Armageddon Knight and a second Necro-Gardna.
Remember that your extra deck should contain plenty of Level 6 Synchros. That becomes less of a problem in a week's time, when Brionac is released in Hidden Arsenal.
Hope that helped.
