Question I hope that you find monarch decks to be in at least tier 2, so I was wondering what fixes you could give me. I don't have all the cards in the list, but I do have most of them.

Answer You've the right idea going but we're going to make a few tweaks.
First:
-3 Wall of Illusion
+3 Legendary JuJistsu Master
The reason i did that was because JuJu Master does the same thing but sends the monster back to the top of thier deck, hopefully retarding thier draw.
-2 Dark Mimic
+1 Spirit Reaper
+1 Marshmallon
You don't need dark mimic, that's what dekoichi's for and plus the spirit reaper and marshmallon add as extra stall to get your monarchs out.
Then:
+1 Brain Control
-1 Soul Exchange
Brain Control is just that much better.
