If shockmaster has targeted monster effects and attacks a face down dyna pachycephalo rulings, does dyna pachycephalo rulings effect still activate since it's a trigger?

Answer
It should indeed stop that effect from being activated.  It's only continuous effects that would survive since those aren't being activated per se, but instead always on.  (So if Fossil Dyna were face-up somehow instead, its first effect would apply about no special summons but the flipped face up effect wouldn't work.)
