Yu-Gi-Oh/shitty deck coming your way

Ok first off wanna say sorry for asking this its for my little brother
I doubt this is possible but i need to ask can you please build a work
Able neo spacian deck with neos and the fusion he in love with the archetype
I get they suck you can use any engine as long as it works (getting the fusion
Out and keeping them out with neos space dont matter if he would wins alot)
I was thinking pendulum could maybe work or chaos only thing is all spacian
Must be in the deck any number of each is fine and of course neos or alius
Or both your call tcg and ocg cards are legal this is a online deck ygopro advance
I know tall order i dont except meta or even close to meta i just ask it to work
Most the time he my brother i let him win most the time but if he bricks all the time
It wont be convincing please please please and thank you

While a Pendulum Neos Deck might work it would require a lot of cards to get to a Neos Fusion (2 Scales, 2 Materials, Neo-Space) and since most of the Neo-Spacians are level 3 and lower, it's quite difficult to Pendulum Summon them.
A concept of it would look something like tis:

3 Performapal Pendulum Sorcerer
2 Elemental HERO Neos
2 Summoner Monk
2 Armageddon Knight
2 Elemental HERO Prisma
2 Performapal Lizardraw
2 Neo-Spacian Dark Panther
1 Neo-Spacian Glow Moss
1 Neo-Spacian Grand Mole
1 Neo-Spacian Aqua Dolphin
1 Neo-Spacian Flare Scarab
1 Neo-Spacian Air Hummingbird
1 Cross-Porter
1 Performapal Monkeyboard
1 Performapal Skullcrobat Joker
1 Performapal Guitartle
1 Performapal Odd-Eyes Unicorn

3 Miracle Contact
3 Convert Contact
2 Terraforming
2 E - Emergency Call
1 Reinforcement of the Army
1 Soul Charge
1 Foolish Burial
1 Neo-Space
1 Sky-Iris

Which uses Odd-Eyes Unicorn to provide a High-Scale High enough for Neos (or Guitartle/Lizardraw for Prisma. It'll be much less consistent than the build below.

I'd suggest you go via the Junk and Debris Route, which uses Miracle Contact and Elemental HERO Prisma to summon the Neos Fusions, with the materials sent to the Graveyard via Convert Contact:

3 Elemental HERO Prisma
2 Chaos Sorcerer
2 Elemental HERO Neos
2 Summoner Monk
2 Debris Dragon
2 Neo-Spacian Glow Moss
2 Neo-Spacian Dark Panther
1 Neo-Spacian Grand Mole
1 Neo-Spacian Aqua Dolphin
1 Neo-Spacian Flare Scarab
1 Neo-Spacian Air Hummingbird
1 Black Luster Soldier - Envoy of the Beginning
1 Cross-Porter
1 Armageddon Knight
1 Mathematician
1 Junk Synchron
1 Neo-Space Pathfinder

3 Miracle Contact
3 Convert Contact
2 Neo-Space
1 Reinforcement of the Army
1 E - Emergency Call
1 Soul Charge
1 Foolish Burial

3 Call of the Haunted

1 Elemental HERO Aqua Neos
1 Elemental HERO Flare Neos
1 Elemental HERO Dark Neos
1 Elemental HERO Glow Neos
1 Elemental HERO Air Neos
1 Elemental HERO Grand Neos
1 Elemental HERO Magma Neos
1 Elemental HERO Chaos Neos
1 Elemental HERO Storm Neos
1 Black Rose Dragon
1 Clear Wing Synchro Dragon
1 Armades, Keeper of Boundaries
1 Coral Dragon
1 Castel the Skyblaster Musketeer
1 Abyss Dweller

Give those a try, see what you think.

I'm able to answer any and all questions related to the English Yu-Gi-Oh! game itself. This includes, but isn't limited to:

Deck Fixes: Either making suggestions and improvements on a deck you've already built, or building a deck from scratch for you. In either case, please give an idea of the kind of deck you're building, the level of play you're planning to use it in (small tournaments, regionals etc), and the kind of budget you're on.
Please format decks in a way that's easy to read. Each card name should be on its own line, with a number before it indicating how many you're playing. Please split decks into Monsters, Spells and Traps.

NOTE: A level of reasonability is assumed with this. I cannot build you a nationals winning deck based on monsters whose name starts with the Letter 'A' on a budget of 4($6)... Nor will I generally respond well to Questions touting "No Xyz, Synchro... etc" or disallowing cards from certain parts of the show. I haven't seen the show in a number of years and find these conditions to usually be poorly-defined.

Rulings: On any card interacting with any other card(s). Tell me the scenario, and I'll tell you what happens.

I won't be answering questions on whether a trade is fair or not, or on how much X-card is worth, as both these kinds of question can be answered by using Ebay's completed listings page.
